In my letter of introduction 2nd page
the validity is mentioned as 31st august 2018
and the date you must enter canada by is also 31st august 2018...is it normal?

Yes its normal. Study permit have a end date. And the issue date is the start date. So it is obvious that you must enter before your study permit expire.
Can you share your timeline? When you got the approval mail? And when your medical status was changed to passed?
I see from your previoua post that you applied at banglore visa office. Right?

Here's my timeline
applied on 4th July at Vfs chennai
sent to the visa office on 5th
linked my paper application to online on 13th(Medicals passed at that time)
checked my account today morning...appln status:CLOSED Decision:This application has ben approved
i got email after 2 hrs only..with all the attachments
