Letter of intention of moving to Canada

I have sponsored my husband and we are in the process of the final approval. They have asked us to pay RPRF. But ask for proof that we intend to move to Canada. Because my husband does not have social insurance number, he cannot apply for jobs, and because we still did not get the pr, we cannot move to Canada and look for homes. How can I prove to them we are planning to move permanently? Currently I live outside canada.. Thanks
