Is a letter of explanation compulsory for undergraduate students. In my application is says optional. Most people say that it's only people who applied for a study permit but don't need it that should write.

What do you think? Is it also the same as statement of purpose?

You need to write a statement of purpose to explain your intentions to study in Canada.
