So my application got transferred to my local office in Etobicoke for further assessment. The last communication was to notify me of this transfer last June 2016. I called CIC yesterday to see how things were going as it's been over 26 months since I applied (I applied Jan 2015). The CIC rep told me they had sent me a letter on April 7 in the mail. I have not received yet but she was unable to tell me what info is in the letter. Would this be DM? My application was held in Etobicoke for a while due to criminal background. The rep did tell me "things are looking good, you've passed eligibility". What does this mean? How long is it going to take to receive this letter in the mail? What types of communication are sent via mail versus email? CIC has only communicated with me via email in the past.

Passing eligibility (AIP) means they probably sent you a decision made letter. Etobicoke will likely be where you land. They seem to be taking 6-8 weeks to schedule appointments currently.
Oh -- I didn't see a date where you were granted AIP. When was that? It can also be a medical request, or a landing invitation as well. Are you sure you didn't miss the email? Usually, if they start with email they will use email..
They would have called you in for an interview if they had any more concerns .. This is good news. Check all your emails even jun. If you don't hear from them in another few days call cic and tell them to resend the information.

If you're an inland applicant (which I assume you are), and you are located near Etobicoke (which I also assume you are, as they did your interview), there is a 100% chance that you will be landing at Etobicoke. Unless you find some way to convince them otherwise.
Apparently you can pay at Etobicoke, but you are probably better to pay online before hand...
For some reason I thought I had read that. If your file is in Etobicoke, then it's possible. But you're probably landing there. Usually referrals to inland CIC offices are sent to the local office to the person.
So it turns out they want me to send updated forms as well as pay the RPRF. Anyone know how long it takes after they receive what they're looking for to make a decision?
