Length of PR processing and deadline?

Does anybody here has an idea how long or what is the length of processing for Permanent Resident (PR) for spouse? Will there be a difference in the 2 scenarios?

1) I'll file the application IN Canada (I'll go to Canada and file the application from there)
2) I'll file the application OUTSIDE Canada (file the application before I go to Canada and wait for the application results then do the next steps and wait for my wife to go to Canada)

we're both currently in the Philippines, and according to the CIC website, processing in Manila is 16 or 17 months. but I've heard some got their PR status less than that, don't really know if it's true or just confirmation from the Canadian Embassy.

And if ever my wife be granted PR status, I heard there's a deadline or a specific date that she should land on Canada, does anyone have an idea how long or how many days (after receiving PR status) is the deadline?

Are you a Canadian citizen? If you are, you can start the process now with an Outland application, while you are both in the Philippines.

Inland processing is currently ~ 2 years, but your wife would need to be successful in getting a visitor visa to Canada, before you could submit the application. She would then need to remain in Canada for the entire process.

For an Outland applicant, the expiry of the CoPR is usually the anniversary date (1 year) of when the immigration medical exam was conducted.

Just curious, will there be a difference or any effect on the PR application of my wife if we start her application outside Canada (in the Philippines) if I go ahead of her to Canada?

That wouldn't be a problem, a majority of people who file an outland(outside Canada) sponsorship live apart due to financial or issues getting a TRV(Temporary resident visas for non-exempt countries) to enter Canada during the duration of the process until they receive their PR.
