I have very good friend of mine and currently works with India based well known Bank as Assistant Manager in Operations with close to 6 years of work experience with Permanent Job. He doesn't have IELTS yet though and is married. He is very much willing to Come to Canada as a Visitor and would like find employment here even an entry level, which can help him to settle down in Canada while working.
I understand things are never easy for Visitors especially to find employer who can support, but all he wants to try out all options while making efforts.
There are quite a few placement agencies in Toronto but since he will be visitor, I am not sure how much they can help.
If you OR any of your knowing's had similar experience and can share your thoughts/inputs, that would be much appreciated. your advise is also valuable.

Recruiting companies are not supposed to help you find a job as a visitor. They could be penalized for helping visitors to get a job which is by definition not allowed unless stated on your TRV (or at POE). Any decent recruiting company will ask you for your status an availability, if you say "visitor" they should turn you down.
In fact coming as a tourist and then applying for a job is not allowed. Some companies/employers do it, but it is at their very own risk.
