Hi, I'm having 1 week vacation to Mexico in 9days and I already Booked the vacation package like a Month earlier. Last week my wallet got stolen/lost and my PR,SIN, BC card are inside my wallet.
Question, Is it ok to go back from Mexico to U.S. (seattle) then take private car? I have a paper that says (confirmation of permanent residence) IMM5688 but there's a big stamp that says "NOT VALID FOR TRAVEL"
Is there any document that I can show them to prove that I'm a PR?

"Not valid for travel" means you can't use it to board an airplane, bus or commercial transport. If you are driving this is not relevant, and CBSA would just use the COPR to help confirm your PR status.
Alternatively if you hold a visa-exempt passport, you could attempt to travel back to Canada directly from Mexico using just your passport, and use the Seattle method (which I'm sure costs some extra amount) as a last resort.

Hi, So when I go to immigration here in canada going to cancun, Should I just said I lost my PR card? and just showed them that I reapply for a new one? What else I can say to them?
Nobody at immigration cares to talk to you when you leave. There is nothing they can do for you there. Your problem if you want a direct flight back from Mexico to Canada that you have to be able to board the plane. If your passport is visa exempt to Canada, you may be able to do that. You just don't mention to the airline that you are a PR because otherwise they will want to see your PR card.
When you arrive in Canada, you present yourself to immigration as a PR. Show them a copy of the police report that your card was stolen and show them your COPR. That should suffice.
If your passport is not visa exempt or you prefer to fly to Seattle and enter by land, you can do that. Same routine, you arrive in Canada, present yourself as a PR and show your COPR and a copy of the police report.
