My wife plans to land in Canada by the end of the month. In early October, we have some vacation plans to go to Europe (from Canada) for a week via Air Canada. Most likely her PR card will not arrive by then. I found out that she may need a travel document to get back into Canada if she takes a flight:

Considering the delays with visa processing, it is likely this document will not be ready by the time our vacation comes. According to the webpage, it looks like we may have to change our flights to fly back to the US (she has a US passport), near the border, rent a car and then travel via land crossing.
Is that our only option? Thanks
No problem because you and your wife are holding US passports.

Thanks for the reply. technically she should be able to come into Canada with her US passport but I'm just concerned that customs officials will see that she is also a Canadian resident when they swipe the passport and give her problems for not having a PR or travel doc to return to Canada.

hmmm... maybe this could work. When she officially lands in Canada, I wonder if we can try ask for the expedited service for her PR card.
Another suggestion I received is to hold off landing until AFTER the trip (assuming the COPR does not expire). I rather not do that because I'd like to minimize her wait for OHIP (and minimize how long I have to pay for emergency health insurance). But I guess I am open to anything.

1. Their is no expedited processing for the initial passport.
2. She has a US passport, she could "land" then travel to Europe. With a US passport she doesn't require a TRV to enter Canada, so she would have no problems boarding a flight to Canada after her holiday.
Thanks PMM!
I think I will try #2. Sounds like the common thing I hear is that because she is visa-exempt, she should be able to re-enter Canada without her PR card if she has a valid reason for not having it and some supporting documentation (like COPR).
