Hi! Where do you live? I guess there are test centers in every country where you can take IELTS or CELPIP. You can also try to do it online. I'm not sure if there is such a thing, but I wrote a practice test online. Truly, I'm learning Dutch. I've been preparing for a long time, reading texts and articles every day using different dictionaries, such as https://www.amazon.com/Dutch-Frequency-Dictionary-Vocabulary-Dutch-English/dp/9492637340. I think there's also an English dictionary. It helped me a lot. I was able to move to Holland and get an official job here. I'm sure it will work out for you too. Good luck!
