Hi,
I have a question regarding the landing process.
Does my wife need to fill up COPR before landing? Or is it filled on site?
Also does she have to make a list of what she is bringing. All she has is clothes, very little jwellery and some household items she is bringing along.
Also, do they stop and open your bags to go through the list and compare to what you have written down?

1) the officer will fill up the COPR when she lands (CIC usually provides a cover letter with your COPR with clear instructions in this regard
- have you - or your wife read that letter?)
2) Yes she needs to make a list of the items that she's carrying with her - and any items that may be shipped later.
3) Yes, the customs officer may choose to open her bags
