"Landing" while already in Canada

Hello. I tried searching the forum, but could not find the exact answer

Is it still possible to complete "landing" while already in Canada by visiting Canada Border Services at the land crossing and without entering the U.S.?

The person has physical COPR, not eCOPR, and instructions from here do not apply to her: https://www.canada.ca/en/immigratio.../immigrate-canada/pr-confirmation-portal.html

Perhaps you could just call CBSA and ask them.
