landing in canada without US visa stamp and AVR

Hi,

My passport with valid US Visa stamp got lost in 2006 and had to get a new passport. I currently have valid H1B and I797 with new passport but it does not have a US Visa stamped on it. Can I go to Canada to complete landing process and come back to US using AVR or do I need to go to US consulate in Canada for visa stamping ? any guidance is appreciated.

I am planning to go by road via Niagra falls.

Sorry, if I was not clear, i have the canadian pr and have to go to canada for completing landing process.
