I have a few questions regarding the process after receiving the Confirmation of Permanent Residence (CoPR):
1. Are we required to settle in the initial destination mentioned on the CoPR, or can we choose a different destination?
2. My CoPR document shows "Not valid for Travel" - is it normal?
3. Do we need to be physically in Canada to apply for the PR card?
4. Regarding the personal belongings inventory for duty-free purposes: I’ve heard that everything we bring must be listed. I’m currently in Australia and plan to bring two suitcases with me. However, I also have two additional suitcases in France that I intend to bring later. How does that process work?

1) You can choose a different one too. But for Quebec, you need CSQ.

3) no, the initial one will mailed to you after you present your COPR at the border or airport
4) no, you can bring them later if you desire. However, you need to have the form stamped (by the customs officer you met in secondary) first and then bring the same stamped form each time you arrive at the airport / border (with your goods) until you are done.
You don't apply for the initial PR card. Once your COPR is stamped by the border officer, IRCC will mail the PR card to you (at a Canadian address you provided). You must make sure your COPR is stamped, otherwise you won't receive your initial PR card.
