Could you please share your landing experience at Stewart (northern British Columbia) which is a US (Alaska)-Canada Border post? I mean flag poling at border post.
1. Except at Stewart, if you look at the services for CBSA, there is NO immigration services: http://cbsa-asfc.gc.ca/do-rb/services/imm-eng.html
2. You should probably contact CBSA before you make the drive.
Just an update: I called Immigration Canada and (after a lot of fluffing around) she finally confirmed that Stewart cannot issue Visas. The closest one up here is the Yukon/Alaska border crossing of Beaver Creek.... just a short little 23 hour drive away from Terrace lol. AND being a smaller place they're unlikely to be familiar with the process as well.

1, Beaver Creek as the major road to Alaska is well versed in landings. And anyone going to flagpole here, should note the US Customs is 20 miles away,
