My parents received copr and will come to canada in Aug. Problem is that they dont speak English at all. So if possible they would like to skip the landing process at the airport and drive to the border with me.
As far as I know they have to land at the first entry but not 100% sure.
Canadian airports are very good at dealing with people who don't speak English especially if it is a common language. You can provide a note for your parents to show a member of the staff that indicates that they are immigrating and don't speak English and speak Korean. They are going to have to get used to navigating a country where they don't speak the language. Confused? You have mentioned they are from Korea. How will they arrive without going through the airport?

I mean they can enter the canada as visitors and I can drive them to the border to finish their pr process. But like you said they should be fine without english. I will write a note for them and that should help. They only have 1hr 45min layover though( flight time changed... but they wont have any checked baggage so that will save them some time)
They still have to go through the airport which is the hard part in my opinion. Seems like they have travelled to Canada before so they have travelled before. If a refugee that has never travelled before and doesn't speak English or French can do it so can your parents
