I ll be landing in Canada in 2015 with my family.
I have mentioned ON for settlement in my Application Form for Permanent Residence (PR) FSW.
My sister resides in Quebec and my job prospects (aerospace engineer) are better in Quebec.
I intend to land in Toronto and go to Quebec as soon as I can (within a week or so) (as soon as the rules allow me).
Can I do this?
How much time should I stay in ON before going to Quebec? And should I apply for Health Insurance from Quebec
PR is a federal program so once you land as PR, you are free to move to any province you want, including Quebec.
Without a CSQ you may not have access to some services in Quebec like free French classes. But you should be able to access healthcare the same as anyone else moving to Quebec (I think it's a 3 months waiting period).
Keep in mind that at your PR landing, you need to specify an address for CIC to send your PR card to 2 months later. I don't think you are allowed to select a Quebec address at landing. So you may need to give a friend/family's address elsewhere in Canada that can receive your PR card for you and send it, OR you may need to leave that blank and update CIC later on where to send your PR card once you're established in Quebec although that will delay the time it takes you to get PR card.
Because Quebec has it's own application process, you should not mention when you land that you are going to Quebec and you should not give a Quebec address for your PR card. It would be better to say that you don't have an address yet and will contact them later.
It would be better if you stayed in Ontario for a while so it doesn't look like you were planning on going to Quebec all along. However, I still haven't heard of anybody who had a problem because they moved there too early. Like Rob_TO said, you don't have a CSQ so you might not have access to some services like French classes but that is a fairly minor problem.

really ! so we could land in a province and give an address of a friend in another province , some members told me this is a fraud because you must intend to live in same province and cant give address of a friend in another province ? I need a 100 percent answer as if this is ok i wont delay my landing to canada and willl come once i get visa land and go back home ?

You may run into issues landing if you give an address of a friend in a different province. If you are giving a friend's address, that friend should live in the province where you intend to settle.

You can give them any address but if they ask if you will be staying at this address when the PR card arrives in the mail, and should you say that you are not going to be staying there, it is possible that they refuse your address in which case you will land and enter Canada but you will have to contact CIC later and give them an address. In some cases, people have had an address refused by the IO and have later contacted CIC and given them the same address that was refused and have gotten their PR card mailed there.
It doesn't really matter where you plan to settle if you applied under FSW as long as you don't give a Quebec address, you are fine. If you are a PNP applicant, you should give an address in your PNP province.
