Hello, I'm inquiring for a friend of the family. The mother had a daughter who she brought to canada as a landed immigrang back in the day. Because of circumstances the mother sent her daughter back home and the daughter never came back to canada till now. Now the mother wants her daughter and the daughter wants to come back to canada but doesn't know what to do do. She wasn't a pr but a landed immigrant and she never gave up her status . Would she be able to apply to come back to Canada based on the fact that she was a landed immigrant till 2001 when she was sent back to her home country .

Sorry it took sometime to answer. She is 42 now. When she went back home to the Philippines she was 21 years in 2001. So from 2001 till now she hasn't been in canada and wants to reunite back but doesn't know if her status would've been revoked or not. Or what the process is to have her status back.
In that case her only realistic option for keeping PR is to get a US visa, fly to the US, re-enter Canada through a land border and hope she is allowed in without being reporting for failing to meet the residency requirement. If she is reported, she should expect to lose her PR status (most likely she will be reported and will end up losing PR). If she is not reported, then she will need to remain in Canada for 2 years straight before she can renew her PR card. It will be a real long shot and there's a very significant possibility it won't work out.
