Lack of Notice of Assessment/proof of employment

I'm trying to sponsor my husband, ive been living outside Canada for the past 12 years. I'm a Canadian citizen. Ive never worked in Canada since i left right after high school.
According to the checklist, i'm missing Notice of Assessment because i have never filed taxes. I tried to make an account online in CRA website but since ive never filed tax returns, its not allowing me. My question is can i submit application without the notice of assessment?

Or if i want to file tax for the previous years, how can i do it while living outside canada?

Also i am currently unemployed living with my husband in Saudi Arabia, will it affect negatively if i have no current proof of employment. As far as i know there is no minimum income requirement to sponsor spouse being canadian citizen, just want to confirm.

there is no minimum income requirement to sponsor , however CIC want to make sure you can support yourself and the person(s) you are sponsoring once PR granted , also you will need solid proof of intent to return to Canada , Notice of assessment is required however you can explain why you can't provide one .
