I am planning to apply from outland while beeing in canada. Application Document checklist says applicants from former USSR state need to provide a copy of the workbook. I don't know what that is? Have anyone from lithuania provided such document?

Yes, sponsored from my spouse. The thing is that you can apply from outland even if you are in canada! I know that. Phoned immigration call centre, read the forum here and everybody says that you can. Especially if the applicant is planning to leave canada during the processing time. I am here with visitor status.
Trudovaja kniska was before in lithuania too, but I think now everything is in the computers. If I dont have one, then I dont provide it, right?
maja22 and Dmitri, you can definitely apply outland while you are in Canada. You just have to be able to collect correspondence (if they send mail and not e-mail) in your country of application, and be able to be there for interview if needed.
As for the workbook, maja22. Workbook ("Трудовая Книжка" in Russian) was the small green passport-like document in the USSR, where HR departments kept your employment history. It is still used in Russia, but you are from Lithuania. And if Lithuania does not have anything similar, you are most likely young enough to never have it at all. So, as such, this requirement does not apply to you.
It is a good idea to verify that requirement with the consulate you are applying in (I assume it is Warsaw). Maybe you will need to write a short explanation letter stating that you never had a workbook.
One question. When they approve my application for PR outside canada, but I at that moment will be in canada not in Lithuania, how will it work. I will just receive my passport with PR visa by mail and continue living in canada or I have to go home and re-enter canada like I just arrived?
I had workbook, but for very short time, because very soon after I started working they changed the system and I never saw the workbook again

You do need to leave the country and then 'land' for your PR to be activated. You can do it by flag-poling in the US though. Just drive down to the border and come right back. So long as you have no problems with entering the US. Goodluck!
I am in Canada and I applied Outland which was much faster PLUS I needed to leave he country at one point so I had to. It is a good choice. Like I said - goodluck!
You mentioned that you had a work book so maybe you should provide it. I'm also planning to apply via Poland so i called CIC and they said just explain why you don't have work book (in my case i never had it due to my age).
I can't provide it because I don't have it. I think they employers took it as it was no longer used. Maybe I should attach a note that we dont have workbooks in Lithuania.
If you have never had one, just attach an explanation that you don't have a workbook because they don't use them in Lithuania anymore, and you are too young to have had one of the old ones.
