I applied for CEC four months ago. Got my file number two months ago. Two days ago, I sent an email to CIC to cancel my application. I have not received any reply yet.
I was going to re-submit my file. However, my experience was as a cook. So, it seems I should have kept my old file. At least my old application would have been processed, I would have a chance to be accepted.
Is there anyway for me to tell them not to close my file and process the existing application?

I believe that emailing them is not the correct way to close an application, you actually need to sent them a withdrawal form. If you did sent them that form, you'll be out of luck. If you didn't sent that form, they might ignore the email. But confirm with them.
Hi, Isabox. I have the experience to withdraw my application. CIC will need the your File#, name, birthday, and Principal Applicant's signature to withdraw your application. So, if you did not give them your hand-written signature to confirm the withdrawal, they will not withdraw your application. But, you'd better send them an email to clarify why you changed your mind to keep your application.

Thanks a lot for the information. I just sent them an email two days ago with my name, file#, DOB . However, I have not sent them any written withdraw form, just email.
Today I have sent another email an hour ago, and asked them not to close the file.
God willingly, I hope they will ignore the email that I sent two days ago.
Just a question, did you also initially sent them an email only, and then they asked you to send a written withdraw form?
Yes. Initially, I just sent them an email with my file#, name, birthday, passport# and request to withdraw my application. Then, CPP-O asked me a PA signature must be required to withdraw. So, I think you should be fine. They will not withdraw your application since you did not signed your withdraw letter.
