Just curious: Where are online applications processed?

I was wondering where are online applications processed? Are they processed by the Canadian embassy/ consulate staff(s) in the applicant's home country (which I assume is the case with paper applications) or by IRCC folks in Canada? Does anyone know?

1. Normally in the home country of the applicant, but can be processed anywhere in the world, if one office is very busy and another is not.
