I will complete 4 years on June 17th and planning to send out the application around 20th. Started working on application package and eagerly waiting for the day!!

No, actually nobody knows when this bill becomes law, there are some thread about Bill C6, you should follow, I've wrote pre C6 as a thread name because who knows in June end if the this bill becomes law?

I am also a June applicant, who got kicked in the face by Bill C-24. Missed sending in application then in 2015 by just a week and 1day. my question is:
Should we apply under the current rule, including the most disturbing ( intent to reside), should the law change, does it mean that the new law would be what is binding our citizenship even though we applied under a different law?

I think you make an oath right? If so how can the new law repeal an oath? I think intend to reside is only after applying for citizenship but before become the real citizen. After you become citizen you are freely to leave to any countries and you dont need to ever step foot again in Canada, you may not be able to obtain welfare from Canada to live in another country

If you are eligible now then apply now under current rules. Once the law changes and the intent to reside clause is removed from the rules/law it applies to everyone...including the ones that have already received citizenship or are in process. It will be like this rule never existed.
