Can someone advice on the job opportunities for Human Resources professionals with experience in recruitment in Canada; which province has more need for such job category.

My friend got a job as HR Assistant for a Sears store, he has no HR qualifications, when the HR manager left the job the post was offered to him - he turned it down several times, then they Hired a useless person, who him trained (he had a 20 year old HR degree he hadn't used) he then left as he couldn't cope with his doom and gloom anymore.
