Job offer - no lmia - can I get pnp

I’m going to Vancouver to look for jobs and based on my skill set I think there’s a good chance that I will be offered a job but not necessarily a lmia based job.

I’m thinkinh with that job offer I can get a pnp.

- Question, is my above assumption correct that if I have a job offer withiut lmia, assuming other factors stay good, I can get pnp.

- Secondly, can I only get pnp when the province has their pnp open or can it be at any time.
