Job offer from canada employer

I am working as web developer and I am kind of submitting resume online by looking at jobs from various job portal.

What is best way to get job offer from Canadian employer?

Being in Canada as a Permanent Resident.

Almost impossible to get a job offer from outside Canada given employers want people who are both authorised to work in Canada and are actually already residing in the country. Someone would need some exceptional skill not readily available for any employer to follow through with any offer.
