Not accepted. It has to be from former employer.
In the absence if that, you can get a former colleague/supervisor to do the letter on company letterhead.
If they can't get the letterhead, then they can do it on plain paper and have it notarized.
Hi! I have kinda similar issue. I am unable to get a complete experience letter from my ex employer and non of the old colleagues work there nor I'am unable to get thru to them.
a) Would an exit/experience letter only mentioning joining and leaving date with designation, on the company letterhead do?
b) would a reference letter from ex colleague (who has also changed workplace) on complete format do?

a) NO.
b) Perhaps if the ex colleague can provide further evidence that they worked for the same company at that time (with work contract etc, and then say that they supervised you etc...and the other content as per required format.
