Hi, I received LOA from Seneca College. Now due to all this pandemic and border restrictions would it be sensible if I apply for Jan 2021 intake, considering the fact that I won't be getting international exposure and all during my study period. Also, recently it was announced by the Canadian govt that work permit will be applicable if one completes at least 50% of his studies in Canada. What if there are border restrictions even after April 2021?

There is no clear answer that if the restrictions in place after April 2021, you will still be eligible for pgwp. IRCC continuously monitors the status and announce new decisions when needed. If that happens, they will probably revise their decision since they still have to attract students from the world.
However, if I were you, I wouldn't count on IRCC on this issue. They have no logic most of the time.

Since we are applying for Sp so the prime focus has to be on study rather than anything so why keep thinking about pgwp when they cleared 1 year program holders can study 100% online
even if that happens,whats the point?Most classes will be online even in Jan i heard. So even if the borders open, the visa officer probably wont let us in the country.
The upliftment of border restrictions is full of uncertainty. And why won't I think of pgwp too along with my SP. If I'm spending a huge chunk of money I'll have to consider my application from every aspect.
