Jamaican applying spouse work permit

I applied IEC and received my POE already. Right now I’m trying to apply spouse work permit for my husband. ( He is not qualify for IEC).
He is Jamaican.

my question is: the information I found online for applying spouse work permit with IEC, I have to work for a while with a payslips then he can apply for spouse work permit.
But I also did the eligibility on IRC website, and it says with his nationality , he will have to apply work permit before he enters Canada, and I also found that you can apply for SOWP with POE.

Does that mean I can apply the work permit for my husband before we enter Canada ?

You must already be in Canada and working in Canada for your spouse to qualify for a SOWP.

No. Not yet.
