J1 visa to open work permit

Hello ma'am sir, I'm here in usa with j1 visa. I'm from philippines and my girlfriend from thailand. We building a future and we want to stay in canada but we dont have job offer. We would like to apply in new york temporary resident with open work permit in manitoba. It's a possible we can do it? If we can how? We're leaving here in usa on april 2018. Thank you

You don't qualify for open work permits. If you want to work in Canada, one of you will need to secure a job in Canada first and then your employer will need to obtain an approved LMIA. Once you have that, you can then apply for a closed work permit tied to that specific employer.

However OP doesn't meet any of the criteria to qualify for an open work permit.
