It's been 40 days since I have applied for Visa and no update yet!

Hi, I applied on Feb 18th for Study permit (Concordia University) through VFS Chennai, to CHC Delhi... It's been more than 40 days and no news...
I did track using visa application tracker on VFS Canada website and it's always under processing...
I am starting to get worried as the Courses begin on May 1st... (I have applied for Summer 2013 intake)

Is this normal processing time, or ????? What should I do... Please... Help me...

Reason is "proposed studies...". Applied under general with SOP with supporting documents. Lets see!!
