ITA - how many photo's do we upload?

How many photo's we need to upload in our application. It says two copies but I am unsure how combine both photo's in single file. I went to a photographer and he said we cant do that.

One only. How can you even merge photos, makes no logical sense.

true. I agree. for me also it didn't make sense. As it defines the soft copy re-usability. But I wanted to be double sure as we few threads mentioned about combining and loading as PDF. Didn't want to make any mistake. Weird rules do exist everywhere
