Issue in Obtaining Reference Letter from Organisation

Hi all,

I am employed in a Govt Company, a Public Sector Undertaking (Govt of India). My company has declined my application to give reference letter required for Express Entry scheme in writing.

I don't know what to do. Although I have related documents which can prove my experience and Jobs & Duties in the company but as of now the only hurdle left is obtaining the reference letter.

Please advise me. Desperately waiting to hear from all the stalwarts out here.
