With a validity of 12 months, you limit your entry flexibility if you get the medicals done too early.

While I agree with the previous replies, if you're applying under PNP, or have an LMIA approved job offer, feel free to do it before ITA, since you're guaranteed an ITA in the next draw, whenever that happens.
