***EDIT*** : A fellow student just got his visa approved with TOEFL scores. We have our answer!!
My Canada visa application was recently rejected citing insufficient language requirement. I have been admitted to University of Waterloo, and have a TOEFL score of 108 out of 120. University requirement was 100.
I know TOEFL is generally accepted as proof of language proficiency for Canadian Student Permit. However, recently I saw 4 rejections from University of Waterloo, all 4 cases with ridiculous reasons like travel history or purpose of visit, alongside language insufficiency. All 4 applicants had TOEFL score in common.
I am wondering if IRCC has stopped accepting TOEFL scores altogether even for normal University students (not SPP or SDS). What do you guys think? Has anyone recently got an a student permit with TOEFL score?
A friend of mine from Nepal received her visa on June 12 submitting TOEFL report. I think it is upto visa officer to decide. I too have submitted TOEFL score report. Let's see.

Really think getting the notes is your best move, in all likelihood the TOEFL is not a reason for your rejection, I remember seeing some other peoples notes on here, while the language reason appears in the rejection it does not appear in the notes.
