I think I should go with either Option 1 or Option 3.
I am still thinking about Option 3 as my VISA have never been officially rejected or refused. It was not finalized.

It is better anyway to say yes and be mistaken than the other way around. And Asivad and nope have already described the best way to deal with it.
Administrative review is bascially an enhanced security check which could run from one day to years as there is no specific time frame for this. Looks like you had renewed your passport after your US visa interview when they put your file for administrative review at the first place and then you submitted the new passport when they sent you the email that administrative review had been completed. If you submitted a new passport then it had to go administrative review again.
This is not the refusal, it means your application is being processed as they are doing enhanced security check.
I have similar experience of administrative review and I had lots of email communication back and forth with the US cousalte where I submitted my application. In the end they granted me the visa.
Thanks for bringing this topic up. I had a similar situation in Mumbai US Consulate 5 years back.
I had received the 221g yellow refusal notice of application requiring further administrative processing.
They also told me to check the application status online. I called the US Consulate and USCIS many times
but I always got an answer that my case is under process and I will be notified when the processing is finished.
Ultimately my employer had to let me go and cancel my H1B visa. I had received the I-797 H1B visa approval
earlier.
I am going to say yes to the above questions and attach the I-797 approval notice along with the Yellow 221g notice.
After that I have traveled around with work visas in Singapore, Europe and visitor visas in Australia and almost whole of south east Asia.
I received ITA in the last draw on 13th Jan.
