Do you know anyone who has been rejected for receiving an ITA at 11 months of experience, waiting 1 month, then applying at 12 month?

The ones who get it rejected are those who submit it before completing their 12 months. IRCC gives you an ITA assuming that you'll finish your 12 months before submitting your application. If you do that, you'll be fine.
