Hello there,

I am currently enrolled in a Master's degree course in Montréal and had begun my application for a CAQ in May 15. Believing everything was going smoothly I bought a plane ticket for July 31st. Found out a week ago there had been complications with my CAQ and it was never processed. I sent in the documents once more last week and they had arrived to the facilities June 22nd. I am apprehensive the CAQ will arrive on time before my flight. Is there a way to enter Quebec, as a tourist and with a CAQ in process, and finish the CAQ and Student Visa process there? I am Puerto Rican but have US Citizenship.
