So my course can be completed in 1 to 2 year time frame. Minimum credit requirement to award graduate diploma is 15.
If I take 1 course per semester the time of the course will stretch to 20 months. It will be 12 months if I take 2 courses per semester.

Do you think it will be considered as a 2 year course if I took one course per semester? Or is it still a one year course because credit hours is low?

Check the minimum course you have to take for being considered full time student. Some college/universities have the minimum requirements else you will be considered part time and which will affect your PGWP eligibility.

I can do one course per semester and get full time student status. But I am worried about low credits. The same university has a master's degree program with 30 credits, which students are supposed to finish in less than 2 years.

Totally depends on your college guidelines. What college are you planning to hit.? consult with graduate program coordinator there.
