Is the CAQ the same as the CSQ?

I'm helping my friend immigrate from Holland to Quebec, Canada. She already has a work permit, but she wants to get her permanent residency.

I'm trying to figure out if she needs to get her Quebec Selection Certificate.

She already has a CAQ (Quebec d'acceptation du Quebec), and I'm wondering if it's the same thing?
