I moved to Canada 2 year back and holds an current PR Status along with my dependent (wife),now my wife wanted to pursue masters from on the university in Toronto.Below are the Questions i have reading the student permit & college fee
1) Do she need Student Permit to join the university?
2) Does my wife come under international student or domestic student?

Since both of you are PR's, your wife can go to the University without applying for Study Permit, those are only for people who will stay in Canada temporarily, so she is considered domestic student, you can check this: http://www.cic.gc.ca/english/newcomers/about-pr.asp
