Is SOP required while applying for courses in college?

Hello fellow members I have a small confusion regarding submitting SOP while applying for any course of PG Diploma, my consultant is saying SOP is needed for application while two friends of mine told me that they got LOA without submitting SOP & SOP is only required when you're applying for visa....So if anyone could clear this doubt of mine I would be grateful...Thanks

sop is needed only for visa,ur consultancy seems not to be pathetic about handling cases,be careful!
