Boss, Google the university website, the select the program you are interested in, then click admission requirements. The admission requirements will tell you if publication is necessary or not.

If your admission requirements don't have research paper then you're in the clear.
Had you told that you had already searched through and are looking for clarification then I would not have replied that way. I would assume that you have not done so. There is no way for me to know that you have gone through.
Admission requirements are what's the bare minimum required for entering. If publication is not there then you can apply but anyone who might meet the qualifications and have a publication would be chosen first, especially if your coming for a research based program.

See , publications are considered when you are interested in Research based programs,
Because in those programs you have to secure a supervisor, and they give you preference when you have something like publications,Research thesis, papers etc.
All the universities that you have mentioned are reserach universites,
So yes,
Publications are essential in these universities, you have an advantage if you are having one or more publications,
You can always go for Course based Masters,

And all the universities that you have mentioned are highly prestigious and selective,
I would recommend a GRE, Good IELTS , if not a Research paper , then mention your works in SOP ,
Because in the end its a Professor that you have to secure, for supervision
