I am applying for my study permit and OWP for my spouse. The checklist generated doesn’t include police certificate as required. Do I need to get one or it’s ok without it?

And now I’m living in another country (over 1 year) other than my home country, because my spouse has business here. Then can I say I have ties in the country of residence (not home country) so I will return to the residence country after my study? I mean will visa officer care if I return to my home country or other country?
