I took PCC for my wife on her existing passport and I will include spouse name in my wife's passport (reissue) which will give new passport number where as PCC contains old passport number. is this valid ?
 
Yes it will be fine as long as the PCC is valid at the time of submission.

Did your wife's PCC accepted on old passport? I also have the similar case
 
Or you can goto the passport office and get a new PCC on new Passport in 1-2 hours.

Attach the PCC with LOE and send it through Case Specific Enquiry.
