Is paper application for PGWP safe

Hi everyone,

I don't know if it is me or the server, I have not been able to submit my PGWP application online. As I have to start my FT on Jan 1, I am going with the paper application.

Does anyone have any experience where CIC claimed that they had never received your application even though you had it mailed out?

I know that CIC won't be able to confirm anything till it pass the processing time (i.e. 74 days as of now). I am afraid by the time it happens, it has already passed the 90-day period and they will reject my PGWP application even if I re-mail it..
