Is NOA mandatory for CEC?

I didn't submit the NOA along with the package and received my AOR. I left Canada by the time when NOA received so it went back.
I have submitted all my pay slips and T4, but not NOA.

Can somebody suggest me if I have to get the NOA and send to CPP-O.

If you read the document checklist:
copies of your T4 tax information slips and your Notice of Assessment (NOA) issued by the Canada Revenue
Agency for the period(s) of work experience you identify in your application (CIC preferred),

However underneath it says you can send a combination of docs

If you have received your aor you may well be ok otherwise your package may be returned as incomplete
