So I applied in May last year, and the GCMS notes I got through ATIP says the security screening by CSIS has been ongoing since Oct 8th last year, but when I got ATIP response from CSIS it says the following:
Security Assessments/Advice - CSIS PPU 005 - A search of this bank was conducted and no personal information concerning you was located.
i tried calling both IRCC and CSIS and it seems I only got bureaucratic responses.
I also tried my MP (Jagmeet Singh)’s office and the CA seems to be not understanding my situation nor trying to.
Does it mean my application was sent from IRCC but was never received/lost/forgotten by the CSIS?

No way to tell you for certain. The search with nul results may not tell you much more than that CSIS did not record the query and response to IRCC (which could easily be a nil result itself) as a separate record.
