Is it wrong time to apply for study permit

I have received admission for fall 2020
I haven't applied for visa yet
None of the visa centres in my country are open due to lockdown with covid 19 situation
can I expect for visa centres to get open anytime soon?
will it be late if I apply for study permit in july?

Nobody knows when anything will open again.

Applying July may be too late in my opinion especially the longer this goes on there will likely be a backlog as there already probably is.

Obviously there are things that cannot be completed at the moment like biometrics but IRCC have extended deadlines in some areas.

Gather all necessary documents and apply online. To avoid any further inconvenience.
Biometrics, Medicals and police certificates have a 90 day rule now instead of the usual 30 days

You dont need visa center except for fingerprint, ircc have clarified that they are still processing study permits. So apply now, hopefully the fingerprint thing gets cleared up before fall.
