I gave IELTS in October 2015 and scored 8 bands but for writing, I scored 7 instead of 7.5 which would be required to up my score from 461 in Express Entry to 464. For three points, is it worth giving IELTS again? Who knows when scores will ever drop? Past four months it's been only in the 480s, which is discouraging.

Every point matters. Try to maximize your points and wait for Ontario pnp. Last year they issued pnp to score >= 400. So you have good chance even if they increase the cutoff.
