You can still try, but the chance to fall in the 300 cap is not very bright.. just my opinion.

I feel its late but if you have send docs for ECA and taken IELTS you can send your file whenever you got both
I advise do not use consultant as they will take lots of money and there are chances of CAP fill before you send application or have a deal like if file return due to CAP fill no payment.

if you are doing so than there is no extra expence to you for submissing application, and nothing wrong to take a chance if no additional loss

I would still advise you to apply. The CIC CAP update usually gives us an idea of what's left in the various NOCs. Also, I read somewhere that your application will be given a check of completeness by CIC, even if your application arrives outside of the CAP. If this is so, then you will be able to confidently apply earlier for 2014 if CIC says that your application is complete.

Currently, according to the CIC website, they have accepted only 38 applications for processing sent by those who applied for NOC-2147. Does it mean there is a long queue of more NOC-2147 application envelopes that are piled up at CIC desks that CIC officers have not opened yet?

Can anybody predict which month/weeks applications are being checked for 2147? As of yesterday, 210 CAP limit is reached and i fear remaining will be filled up as well max by 3rd week of sep.

my application reached CIC on 3rd Sep. Is anyone on the same boat with me? :-/

No. It generally takes about 2.5 months after your application reaches CIC for you credit card to be charged or for your application to be rejected.

The NOC 2147 is reached cap of 210 (officially) so if you are preparing now you may not filled in CAP of 300
